In accordance with Clause 2 Price Adjustment Measures of the Huachuan Group Steam Supply Pricing Plan, an appendix to the Minutes of the Pricing Negotiation Meeting on the Yinan Centralized Heating Project Steam Supply Price dated March 9, 2016: For every increase or decrease of RMB 30 per ton in coal prices, the heating price shall be adjusted correspondingly by RMB 5 per ton; no adjustment shall be made if the fluctuation is less than RMB 30 per ton.
Taking into account heating costs such as pipeline capacity and heat loss as well as the steam consumption conditions of users, the price shall be raised uniformly by RMB 5 per ton on the basis of the price adjustment notice issued on April 6, 2026, benchmarked against the standard coal price of about RMB 900 per ton (tax included) with a calorific value of 5,000 kilocalories.

Notes: 1. This price adjustment notice shall take effect at 8:00 a.m. on May 25, 2026.
2. All centralized heating users shall implement the pricing scheme in the above table, with prices adjusted in accordance with the coal-steam price linkage mechanism simultaneously.
3. If the coal price falls below the benchmark price of RMB 500 per ton, the price difference per tier for steam consumption above 5,000 tons shall be adjusted from RMB 4 per ton to RMB 3 per ton.
4. An additional RMB 50 per ton shall be charged for medium-pressure steam users on the basis of the benchmark settlement unit price.
5. If the actual monthly heat consumption of the heat user is less than 15% of the declared volume, billing shall be conducted based on 15% of the declared volume.
6. The price of 8kg cold dry compressed air is RMB 0.095 per cubic meter.
